Born into and raised in a remarkably unremarkable family, Kiates was a bright young child. Excelling at academics, especially logic, he found himself doing his post-graduate study at the Vulcan Science Academy where he studied logic and philosophy with a particular focus on the writings of Surak. Seeking to further his study and understanding, he studied at Cambridge University on Earth, receiving a PhD in Philosophy for his dissertation on the cohesion between Syrrannitic and Christian Ethics - specifically, how the logical thing to do is what is best for the most people. Returning to Vulcan, he became a legal advisor to the Confederacy's Government. Quickly noticed as a sharp mind, he was soon elected to join the Vulcan High Command, where he served for a number of years, before a period on the Vulcan Council as Minister of Thought. He was later appointed as Vulcan Ambassador to Earth, before returning as Foreign Minister in 2369. In 2377, he was elected to replace T'nirea as Vulcan Representative to the Federation Council.
