Okay, so I think this is what I got:
5 Points for age 55-70.
15 Points for him being a local politician on Betazed before appointment to Councilor.
15 Points for having gone to Starfleet Academy.
20 Points for achieving Commodore-Admiral rank before retiring from Starfleet to ironically be a politician.
60-55=5 Points to spare. Crap... lol
I believe he was schooled by his House of Virtue before he joined Starfleet Academy. I don't know if that counts.

Looks great! I don't count that as it doesn't sound like a university-level education, more like high school/vocational training. If you'd like to spend 5 character points in the future, just let me know!
