Mr. President,

There are an increasing number of Klingon refugees crossing into Federation territory along the Sovereignty of Kahless Border. We are starting to hear complaints that they are straining the resources of Federation planets and colonies.

What resources can we divert to assist the refugees? Would it be possible to dispatch a few Starfleet medical ships to the area to provide assistance? Are there any resources/funding set aside at the Federation Level that we can send to these planets/colonies to assist them in handling the influx of Klingon refugees?
