Hearing: Equal Representation Bill
Councilors, I hereby bring up the following bill for a hearing before the Economic & Social Council. No less than 72 hours for debate and consideration of amendments.
Equal Representation Bill
Vedek Tabor of Bajor for Himself submits:
A bill to remove the ex officio membership of founding members of the Federation on each sub-council of the Federation Council.
BE IT ENACTED by the Federation Council and by and with the consent of the President of the United Federation of Planets as follows:
Section 1. Short Title
This bill shall be referred to for all purposes as the “Equal Representation Bill.”
Section 2. Removal of Ex Officio status on Committee
No member of the Federation Council shall be entitled to sit on a specific sub-council by virtue of the planet they represent.
Section 3. Enactment
This bill will officially become law in the successive Federation Council term once it has been Constitutionally enacted.

The bill neglects to delete the lines granting the founding seats. As a result, it would create a conflict in the constitution. A few additional lines deleting the extra memberships seem required.
Also, the new Standing Orders to not include the ability for subcommittees to make amendments. This may be an error in the Standing Orders, but as is if they pass as written we may not amend, we may only vote against the bill as written.
Thus, I disfavor the bill as written and if the Standing Orders pass as written.

All time for debate has expired. The question is that the bill be reported to the floor of the Federation Council. No less than 72 hours to vote.

Are there any Councilors wishing to vote or to change their vote? If not, on this vote the Yeas are 1 and the Nays are 4. Therefore, the bill is not adopted by the committee and shall not be reported to the Council floor.
