Councilors, I hereby bring up the following bill for a hearing before the Sub-Council. No less than 72 hours for debate and consideration of amendments.

Colonies and Protectorates (Non-Voting) Representation Bill

Vedek Tabor of Bajor for Himself submits:

A bill to provide for a single non-voting representative to the Federation Council for any Colony or Protectorate of the Federation not otherwise entitled to Council Representation.

BE IT ENACTED by the Federation Council and by and with the consent of the President of the United Federation of Planets as follows:

Section 1. Short Title

This bill shall be referred to for all purposes as the “Colonies and Protectorates (Non-Voting) Representation Billl.”

Section 2. Non-Voting Representation of Federation Non-Members who are Colonies or Protectorates

Any Federation Colony or Protectorate who is not a full member of the United Federation of Planets or who is not otherwise entitled to voting representation on the Federation Council shall be entitled to select one delegate to represent their respective colony or protectorate with a seat and voice in the Federation Council, but shall not be able to vote on the Council Floor. Such representatives shall be referred to as “Delegates” rather than “Councilors”.

Section 3. Rights of Delegates

Delegates shall be allowed to propose legislation and resolutions for the consideration of the Council and may participate in debates on the Council floor, though they may not vote on any bill, resolution, or amendment before the Federation Council.

Section 4. Selection

Delegates shall be selected in accordance with the laws of their respective worlds.

Section 5. Enactment

This bill will officially become law once it has been Constitutionally enacted.

All time for debate has expired. The question is, shall the committee report this bill to the Council for a full debate? No less than 72 hours to vote.
