How the Federation Council Operates

The Federation is a Unicameral Legislature. Each Councillor is chosen by their home planet(s) according to the represented people's laws.

The Federation Council has 5 standing Sub-Councils: Security, Judiciary, External Affairs, and Science.

The President appoints Councillors to each Sub-Council, with 25 seats the maximum for each. The 5 Founding Members of the Federation (United Earth, Confederacy of Vulcan, Andorian Empire, United Planets of Tellar, and the Alpha Centauri Concordium) are permanent members of the standing Sub-Councils.

Each Sub-Council has a Chair who presides in the absence of the President.

A Councillor may serve on more than one Council; however, it means one of the represented governments will not receive a Sub-Council seat, something the President may wish to consider.

Each Councillor may write a bill or piece of proposed legislation, placing it in the Hopper. From there, the bill will be assigned to one or more Sub-Councils for debate and vote.

Once reported out of the Sub-Council(s), the bill will go to the President's Legislative Office to await its turn on the Council Floor where it goes for debate and vote before the entire Federation Council.

The President may veto any passed legislation and the Federation Council may override the President's veto with a two-thirds vote.

For practical purposes, each debate and vote will be open for a period of 7 OOC days, unless modified by two-thirds of the Council.
